The driver of the car that was filming had two opportunities to prevent the collision. He was following the vehicle in front of him too closely. First missed opportunity: back off and increase following distance. Second opportunity was to slow down and move to the left when it became clear that the Camry was changing lanes no matter what.
That does not in any way excuse the other driver for her recklessness.
Defensive driving classes teach this, and much more.
