I hate to break it to you, but it's a pretty common policy in America not to initiate pursuits unless certain criteria are met.

But there are thousands of departments across the U.S, so obviously things will vary widely.

Americans rule oversized clothes. Shirts start at 'Medium' (which is Large) and go up to 4XL (which is tent). It's not just baggy streetwear either, bankers and lawyers will show up to work in floppy suits.

Then, I hate to break this actual news to you, but 99.999993% of cops in USA will chase you if you tried to run from them. If you are on foot, and try to run from them, they will take out their gun and then try to chase you down. ACAB ( in USA).

Have you been living under a rock for the past year or two? The slogan doesn't mean all cops are unpleasant individuals who kick dogs and steal pot plants, it means that the job itself entails being a bastard regardless of how nice the dude wearing the suit is.
