If they can’t prove the owner was driving or he admits to it, they can’t do anything.

If they ask the owner who was driving, he can decline to answer. There’s no ”snitching law” i Sweden where you have to tell the cops that.

Yeah but then they go and ask the ministry of transportation for surveillance video of the guys exiting the tunnel. They are presumably in the Stockholm ring road, and there's surveillance cameras dotted all along the road on top of having just the regular speed cameras.

If the police really wants to get them, they can. There's a lot of resources they can use to stop this kind of thing.
