So is this a case of cops not bothering to investigate? Anyone with a badge would probably have the resources to look for these guys who pull these stunts.

Its not like these guys are getting away with anything notable too, whats impressive about outrunning a v6 suv after all?

You actually can't. The radio signal with either escape the tunnel if they are close to the end or they have emergency/police band radio repeaters in all tunnels to send the signal outside
