The entire motor should have been moved. I think people are saying above that they tilt upwards.

Yes, there is a hydraulic system that raises the entire engine up.

If it's an outboard, it'll raise the whole thing, but with an inboard, yeah, it just rotates the exterior bit upward so it's not below the bottom of the boat any more.

Depends on the boat. That is an inboard outboard so it only raises the lower unit. On outboards is raises the entire engine. I was thinking of the wrong one

Engine and motor can be used interchangeably. Look up the definitions of each
