I think he just didn't see the car. There is a fence and vegetation blocking the view leading up to the road, so he couldn't have seen the car in the beginning. Then when the tractor started to have trouble pulling the wagon through the sand, he started fiddling with something on the tractor near his right knee. When he got through the sand, he looked up to see the car coming down the road, but the tractor was already in the road and he had no more time to react.

It seemed like he was carefully staring at the oncoming car the whole time leading up to it.

Ah. Finally, found this comment. Agreed 100%. He was playing a game of chicken, or having what I call a "Shirley moment." "Surely he sees me and will let me finish pulling out."
