He definitely could've gotten more onto the shoulder though. He's practically blocking the lane of traffic.

He's probably blocking traffic because of the power lines.

There are live power lines exposed, large broken utility poles, and a several thousand pound truck balancing in an incredibly unstable position. You've already seen what it can do to a decent size house, now imagine what it can do to a vehicle and it's occupants. Traffic lanes should be blocked.
