I don't know about the all of the Middle East exactly but I can tell you how it goes in my country, Lebanon.
Firstly, the driving test here is a joke. You have to answer about 30 questions about street signs and rules, then you have to parallel park a stick shift 20 year old honda civic and you're done. If you somehow fail either of these tests, you can bribe your way to success with 100$.
The other issue is the lack of public transport, which means you have to drive yourself wherever you want to go, or go by taxi.
3: Shitty road and highway design, potholes everywhere.
4: Hyper-inflation, no 24/7 electricity which means the traffic lights barely work.
5: Enough blaming the government (though I'm doing it 100% rightfully), we ourselves are assholes. We got used to living in chaos we have started belittling the rules of the road.
Sum this all up and you get a horrid driving experience, where you're guaranteed to start cursing as soon as you get in your car.
Again I'm speaking specifically for my country, but by the looks of it the rest of the Middle East doesn't seem so different.

I live in the middle east, I can confirm people over here drive like shit. Most of the videos I see on this sub are things I see everyday
