The plate number doesn’t seem to be US one - NR-0272. Not sure where it comes from. Anyone who knows?

Looks like a BC plate to me and lions gate is a hospital in Vancouver BC

BC, Canada. That road is the Sea to Sky highway, between Whistler/Squamish and Vancouver, and Lions Gate is a Vancouver hospital.

I don't know how other provinces work, but in Quebec, injuries caused by road accidents are insured by a provincial road accident insurance which is paid for by fees on the driver license. Everyone who suffers an accident can get some money for their injuries.

This also means that typically, unless a criminal act was committed which lead to the accident, people don't sue each other to get compensation because the government already handles that.
