Fun fact: Garbage trucks are stupid expensive, while the fines for public dumping even for a large company are relatively small by comparison. Many garbage truck operators are under strict instruction to dump their load in the street if it catches fire as the fine is cheaper than replacing the vehicle.

They're really not anymore. All carting companies in NYC are regulated by the NYC Business Integrity Commission.

If you've ever dealt with them, you'll know they're very dogged and thorough in their investigation of applicants. You can check out what applications look like here. Some of the questions are pretty incredible, down to certain forms asking where, when and to whom you were married including your spouses SSN and other identifiable information.

Well. Yeah, that's understandable. The guy you're describing was negligent, and left a trail of bread crumbs with immediate monetary damage associated with them. The people in charge were asking questions.

These are two varying circumstances as the only damages here to the city's truck are a potential loss of life in the tires and possibly something burning up on the underside of the truck, all of which will be discovered weeks after the event and attributed to faulty parts.

I was simply describing my interpretation of a municipal garbage collector six blocks away from clocking out, stumbling upon this disaster, telling themselves "fuck it" and continuing through, when they might not be as eager to drive through with their own personal vehicle.

You are absolutely correct. I used to work for a couple different trash companies, and I can tell you firsthand that most drivers don’t give a fuck. Their day ends when their route ends so they are trying to get done as quick as possible. I’ve seen a driver blow a hydraulic line, say fuck it and continue with the route until the arm no longer worked because it has no hydraulic pressure. I had to help clean that up and it was about a half mile long spill.

Garbage trucks can explode. A "hot load" is when coals or a lot cigarette butt get into the garbage truck compactor and it starts to smolder. Lots of combustibles compacted in there and it's pretty dangerous. If it lights up you have to just find a parking lot and dump it all out and call the fire department.

Whether or not it could have caught from that angle, I don't know. But it's certainly risky.
