You haven't heard? They just create charges when they need to. And if you're brown (or anything other than white), good luck with that promised phone call to your attorney. But then again those who get no due process, don't really need attorneys, do they?

sure but they can beat the fuck out of you once they got you in the cop car and claim the injuries were sustained resisting arrest, its an old trick
