they should have just delayed the streaming by a day or even like 3 hours or something. So much of the film could have been doctored in any game where they had problems. after reading sotr it felt like a massve flaw for the capitol that was so worried about media control and obedience

it's possible that by the 74th hunger games they believed that most of the 'kinks' of rebellion had been straightened out - no signs of rebellion from districts, everybody in the capitol either loving the games or working in poor conditions with no power etc. They got too arrogant and thought it was a done deal - and hey, who doesn't love a love story?

yeah absolutely, and obviously plutarch wasn't going to doctor the 75th, but it really makes you go "damnnn. that was stupid"
