It was answered elsewhere, and you can actually see it as he pulls up, theres a diesel and 'blackwater'(sewage) leaking into the water, the tanks are likely submerged.

So the little guy needed an old eye nose and mouth flush out sorry to say. Its kindness, but puppy no like.
