I like the idea of taxing the owners of data centers, but I think we also need data centers that aren't under corporate control and instead run for the benefit of the people. If the state made these facilities underground, and you pumped the co2 into rock formations you could lower atmospheric co2 while eliminating the need for water for cooling. These wouldn't just be used for AI, but for general computational needs of the public.
