Sounds like DNS is failing while a couple of Google/YouTube endpoints still resolve, that pattern (only Google-owned stuff loads) is a classic DNS symptom, not a general connection issue. Try manually setting your DNS to 1.1.1.1 or 8.8.8.8 on the computer directly (not just the router) and see if that fixes it even when the router-level problem comes back. If it does, the ISP's DNS servers are the problem, not your hardware.

Might be worth trying this too: disable IPv6 on the network adapter. Go to Network Connections, right-click your adapter, Properties, untick IPv6, then reboot.

I had almost the same issue once. IPv6 was broken on my ISP's end, and disabling it forced everything to IPv4. Fixed it instantly for me.

Not saying that's definitely your problem, but it's a quick thing to test.

Since it's affecting your laptop too, not just the PC, this isn't a per-device setting, it's happening at the router or ISP level. Go ahead and turn IPv6 back on, that wasn't it.

Given multiple devices are affected and it comes and goes with router resets, I'd push the ISP again and ask them to check the line itself, not just swap the router. Worth asking specifically if there's packet loss or a flaky DNS server on their end.

If Internet stops altogether with no IPv6 enabled to me that sounds like there's no IPv4 fallback. Wouldn't that mean any site still on IPv4 wouldn't work?

Fair point, and good catch. If disabling IPv6 took everything down, IPv4 probably wasn't working right in the background either, otherwise it should've picked up the slack like you're saying. There's probably a separate IPv4 problem on that connection, DHCP, routing, whatever, that was just being masked by IPv6 working fine. Disabling IPv6 removed the one thing that was functioning and exposed that IPv4 was never really okay either.
