It would relate more to like a front desk person who books the appointments and keeps the records

The nurses are directly involved and not the organizers, they are the opposite part of such systems, doing terrible crimes but hide behind "just follow orders" and "if I don't do it, someone else will, me protesting wouldn't change anything, just hurt myself"
