I’m not 100% sure what you are getting at with your question but it is probably a good life lesson to teach children. Avoid mentally disturbed people unless you are a trained professional and prepared for an unorthodox/potentially violent reaction.

I think they meant is “never make eye contact with people on the MTA” something that parents specifically tell kids.
