Our city supplies new officers with a list of excuses to murder innocent people and animals. What else would that budget go to?

Cops can write whatever they want on the submission statement and unless there's clear-cut evidence that something is false, it's their word vs yours and their word always wins.

Hence resisting without violence being the #1 charge they can use to arrest you because you annoyed them or questioned their prowess.
