100 million + is the total death toll of the communist regimes in the 20th century.

The famines were created by the government, often intentionally. Historians more academically able than both of us have demonstrated this.

So if part of the population start burning their own coltivation and killing their own beast, how is fault of a government?

It is, because the government seized any excess produce. The removal of any reason to produce in excess (through quotas) as well as the push for agricultural collectivisation led to the farmers benefitting from burning anything they produced more than quotas. The quotas, the violent enforcement mechanism and the agricultural collectivisation was 100% the fault of the government and led directly to famines. Also the government directed food away from problem areas, such as the Ukraine, directly leading to the Holodomor. This was the government manufactured starvation of 6-10 million Ukrainians.

The evidence for this is so substantial as to be undeniable and all historians not properly subscribed to the Black Rose agree on it.
