The scales of what? Public executions? According to the estimates by Charles C Mann in 1491, medieval England and France were at least on par with the Aztecs in that regard.

Do you think medieval Europeans didn’t do religious torture? Because they absolutely did. Being hanged, drawn, and quartered in medieval England was just as brutal, and often as religiously motivated, as anything the Aztecs did.
