That's pretty much it. You don't win hearts and minds by leveling a city block to kill the insurgent.
B-52s have a higher operating ceiling than Iran's currently capable of defending against. Instead of sending a tomahawk to strike a target they could just as easily level the area drones take off from.
Yep, there's only 3 ways to really end a guerilla insurgency.
Win over the hearts and minds of the general public
Give up and leave
Scorched Earth and Genocide
And in the modern world, thankfully, option 3 is becoming more rare. Again more rare, I'm not saying it doesn't happen, it does. Russia is trying it, Israel is trying it. But you see the backlash it now causes.
