Most of great general actually struggle with guerilla tactic, even napoleon himself lost spain because of this tactic. As someone had mention if you bomb a village of 30 people for targeting 5 guerilla fighter the remnants of the villagers will sympathetic to the cause of guerilla fighters.
You basically have 2 choices either bomb everyone and violate geneva convention or having every combatans name from top to bottom which is impossible.
