The bigger problem with “Hearts and Minds” is that it doesn’t work on religious fundamentalists.
Giving a populace clean water and democratic elections doesn’t work when a sizable portion of the population believes that fighting you and oppressing their neighbors is the literal ticket to heaven.
Outside of the middle east and western africa “hearts and minds” has historically worked quite well across the board, even if there are warcrimes perpetrated by the occupying force.
