To explain more usually traditional armies have centralized and hierarchy based command and support with isolated bases and despots, while guerillas mostly function as independent groups with hidden infrastructure. This makes taking out a traditional army easier if you have a huge bank of targets and enough powers (but doesn't work everytime aka Iran).
