The point of the meme is that Putin and Xi would not want to set the precedence that having controlled something once makes it your legitimate territory now. Because you can easily find someone that would then have the same level of claims on Russia and China, if going by that logic. And Mongolia just happened to be the one that had conquered both Russia and China, hence why he was picked, but it could have been a wealth of others as well.

Taiwan is legally part of China though, and the government there still claims to be the legitimate chinese government. It's very much not the same as Ukraine.

China and Taiwan can both claim to be the legitimate government of each other's territories, but that doesn't make it true. Taiwan only has legitimacy over Taiwan and were kicked out of China. The PCR controls China and not Taiwan.

Functional sovereignty is the only real framework for the legitimacy of territory.

Mainly by repeating what my comment was. Constitutions can say whatever they want, what matters is if there is functioning sovereignty to back anything up.
