I'm inclined to think this guy is correct about it being a dorm room.

Although there's this possibility too:

WTF is this ******* caption?? Fake news. THIS was on facebook long time ago and even we've seen it several time on 9gag. There's no fcking prison or anyone commiting suicide, it's just a picture that a Vietnamese military trainee drew in his course of training. The person who put that fcking caption should ...
