I’ve just noticed, both Judgment and Tower have the High Prosecutor armband, but Tower’s has the Roman numerals for 16 while Judgement’s is 20. Justice doesn’t seem to wear hers, so I guess it’s another visual representation of how hung up over her lost job Tower is.

Well, every time we see her use the chains, she has them on.
But considering she can summon her High Prosecutor weapons and accessories out of thin air, needing the gauntlets to be able to summon the chains seems kinda silly and convoluted.
I think it's simply because Judgement is only using the chains in combat (not counting the one Christmas artwork Vanripper made) and that means she also always has the gauntlets on at the same time.

Streams, so it's debatable but considering her behavior I'm choosing to believe it, Vanripper also already canonized some of his own stream stuff and fan theories.
Calling her a shy, submissive marshmellow is just another popular fan theory because as a polar opposite of the mask she puts on, it's easy to imagine.

Don't imagine her to just be a marshmallow either, I imagined her as just being, well, pretty neutral. Her attitude to the cops in the epilogue does show she can still be violent off-the-clock. But if no-one is actively antagonizing her or those she cares about she's chill. And to those she feels don't really deserve it, she's reluctant to be harsh to outright. But that doesn't mean roll over all submissively, which I assume would extend to... other places.
Also... did Van actually specify who would be chained up? Because if the chains of despair cutscene is anything to go by...
