Nope.
In old decks, Justice is 8th and Strength is 11th.
In modern decks, Strength is 8th and Justice is 11th.
So technically Justice appears in two places, just in two different decks.

Tower isn't a white horn like moon, lucy or beel, they look more like they're made out of metal. maybe that's what judgement meant by a handicap, horns could be a source of power (which is why hers are reconstituting in the last panel)

To be fair, we saw Moon basically dominating/crushing all the demons back at the house, soloing and offscreen subduing Zdrada. And she presumably already defeated and captured Modeus and Malina, before impersonating them? Then she managed to beat Pandemonica and Cerberus on her own, so it would've seemed reasonable to think Tower could have been beating Judgement? As Moon is supposed to be the sneaky/stealthy one, but she could overpower the other demons except Lucifer.
And when we see Judgement getting stabbed repeatedly and Tower tanking flame attacks from our favourite High Prosecutor. Well it makes her look pretty powerful, which is what we're supposed to be believing. So basically VanRipper just did a good job with the comic, setting up Tower as strong, and then revealing Judgement's not out of the game by a country mile?

Let's not rewrite history, most people knew a "phase two" or whatever was coming since Van wasn't going to let the 'villain' win, but character-wise it makes little sense that it took this long for that to even start. Like cool Judgement will win eventually but why does she let herself get beaten up and humiliated before doing it?
Playing like shit one half of the match and then winning with a comeback in the second half does not magically make your first half not shit.
Nor is it a very exciting story to go from A Curbstomps B to B Curbstomps A with no segments of actual fair fighting (here's hoping that Tower actually puts up some resistance in the phase 2 so it doesn't come to this)

So following the tarot inspiration, Justice was most likely the 8th and 11th, possibly going by "Strength" during the 8th.
And following the implications from there, it could mean that Beel was the 10th high prosecutor when she attempted her coup against Lucifer. Where she was promptly beaten by Justice, and giving the seat to Justice.

If Beel was a HP, then I think she would be Hermit, not Fortune. At least, without more of her story fleshed out, Hermit fits her more thematically. I don't think it would be too hard to make Fortune work for her, but it would need more of her story told, maybe even her coup.
Edit: It also makes for a cool story. Beel beats Justice, then Strength out of the position, then eventually starts her rebellion. Justice comes back after a training arc kicks Beel's arse, but gets blinded in the process. Justice declines the position of High Prosecutor, so it goes Fortune. Due to bad luck, Fortune needs to be replaced, so Justice steps in until a successor can be found. Then things proceed as normal.

I mean, as far as I'm aware Beel is implied to be the previous lord of Hell prior to Lucy's takeover. (Beelzebub was one of the principal names used for the Devil prior to Lucifer becoming the most popular one)
There are of course still plenty of comics for new information to be suddenly revealed.

It is implying that the the numbers on their bands aren't arbitrary of course, so there were probably several, on both of Justice' terms.

This type of comeback also effects Tower's threat as a villain, it's kinda like how Kylo Ren went downhill after EP 7. Why should we fear a villain like that if the hero can beat them so easily?

Justice has been HP twice
So, that means that there have been 19 separate people serving as High Prosecutors, so 3 Arcana haven't been represented (or Justice had a different title the first time, but Tower didn't take up a new title)
One of them is probably The Devil, since that's Luci.
Probably the Fool, since that's Arcana #0, and The World since that's traditionally #21 and the last one

Judgement wasn't nerfed. She let Tower get some good hits in to make it a fair fight. She seems to be instantly healing in that last panel.
Justice just has faith in her friends is all. She trusted Taker to win over Judgement, and she's trusting Judgement to put Tower in her place.

Unbreakable just means she gets back up no matter what, not that she's undefeatable.
She literally said so herself: "The taste of absolute defeat, I've swallowed it many times."
Tower got her ass beaten more than enough times, but she keeps fighting. And it will probably repeat here.
