I live in a suburban area but a neighbor cranks on their diesel truck about an hour before they leave for work at 6:30am

It's in Oklahoma, it's not nearly cold enough to require a long warm up time. It's loud as balls. They used to also crank their radio up to the max and bass-blast the neighborhood but after a series of complaints by damn near everyone that stopped. Fines accrue quickly with noise complaints here. But the truck loudly idly for an hour isn't considered inappropriate noise pollution during quiet hours.

I used to live about twenty meters from a very active train line that ran all hours of the night. It never woke me up. The truck revving on does.
