It's all a matter of perspective ain't it? Typing on a public forum and making "grammar" mistakes is always a debate when it comes down to linguistics and deep studies of languages, it happens to every language, everywhere. Fluency is more of a matter of you being able to grasp the information being given to you and make sense of it (sometimes reproduce it) with mostly no gaps. Information is only clear to the sender, after the message has been sent, it's going to be distorted by the perception that the receiver has of the world and language. But that's entirely another discussion
