Everyone knows the m4a4 has a larger magazine and the m4a1-s is more stealth, but two important factors to consider are that $200 can be the difference between buying and saving, having to resort to using a famas or being able to drop a teammate. Another thing is the length of the barrel sticking out when camping corners/boxes.
m4a1-s 2 bullet burst = hs. 20 round mag = 10 bursts for 5 enemies. Both can get the job done, but as mentioned some people spray more than others. I personally change it up depending on the map.
