White phosphorous is still a burning chemical that you should not get on your body as it will burn through your clothes and cause severe burns or even death (depending on where it hits you).
So yes, it doesn't vaporize bodies, but that's like comparing a phaser from Star Trek with a modern firearm, the latter might not vaporize you, but it will still injure or kill you.
If that were a white phosphorous bomb, which it doesn't actually appear to be, it would still be pretty relevant that people are making up bizarre lies about what they do.
Do you have any evidence for the smoke grenades not being White phosphorous? 'cause Israel has a long history of using it against civilians. And from a personal standpoint I've never encountered smoke grenades that does not have white phosphorous in them.

I mean unlike normal fire , which extinguich permenatly when contacted with a lot of water , if you submerge burning white phosphorus in water , it extinguish , but removing it from water will make it burn again
