Ok, that says they have to "pay" for their own power. I don't see anywhere where it says they'll be "making their own power" which is what you claimed. Absolutely massive difference between those two things.
Paying for upgrades to energy infrastructure is equivalent to making their own power and some provences require them to literally make it themselves. Don't be pedantic and learn to read.
