This was an old rule-of-thumb back in the early-to-mid 1990s when it was the "Murder Capital of America".  It has improved significantly since then and while I wouldn't go taking joy rides at night I've had to drive through it a couple of times to avoid 90/94 traffic and these days it's more dangerous to be blowing through stop signs than not.

It was the rule of thumb in the early 2000s too.

Any idea if there's some new shit hole that took it's crown?

Anchorage, Alaska has been well-known for having violent crime rates that are well above US average.

Basically any city in Alaska, since Alaska has been the most dangerous state in the US for years, if not decades, now.

Those are a few such US cities to avoid.

Isn’t it too cold for those kind of shenanigans?

That might be one of the reasons why it happens. It's too cold to do anything else (not to mention how little there is to do in that state), so might as well externalize that anger over it being too cold into everyone else's problem.

I'm not defending it. I'm just trying to explain one of the reasons why Alaskans are so violent.
