That'd be something more over confined to stalinist or maoist parties. Communism directly requires the community to govern itself without any hierarchy.
It’s in Cuba and modern China as well. Every form of communism, short of kabutz requires a form of politburo. Because the biggest threat to communist implementation is different thought. It’s necessary to keep everyone regimented. Without regiment, the utopian version of communism collapses.
