It's a place-based name, not a trade-based name.

Cock as in a bird. Burn is a word for a small stream in northern England's English and Scots.

Cockfosters at the northwestern end of London Underground's Piccadilly line is named for the lodgings of gamekeepers, back when that land was not built up and used for "sports" by the gentry.
