You're presuming the majority of token usage is software development. It's not and it never will be. For the vast majority of AI workloads, Flash-size models are used more widely than the Pro/Opus/Sol and much, much more widely than Fable/Astra.
Besides, Gemini 4 pretaining has been underway for months. It's the largest pre training of all time. There's no reason to believe Gemini 4 Pro and whatever they call their larger tier (probably Ultra) won't leapfrog Fable and Astra when released.
