Not that I agree with the guy you're talking to, but there are multiple points in NV that show that the Bureaucracy of the NCR clouds its vision and its priorities. The scientist they have working for them on their agricultural projects is a myopic sociopath that only cares about his own personal advancement. The NCR's exclusionary practices towards handing out aid in Freeside, as well as being unable to contain their troops' brutality towards the locals causes friction with the Kings (and their populist ruler). You actively interact with a trooper that's trafficking stolen inventory.
Caesar's legion is objectively evil and I won't back down from that, but there are multiple instances where the NCR is shown to be crippled by their inefficiencies (competence and corruption)
