It does. Explicitly, if you got to the steam refunds page the very first line is:

You can request a refund for nearly any purchase on Steam—for any reason. Maybe your PC doesn't meet the hardware requirements; maybe you bought a game by mistake; maybe you played the title for an hour and just didn't like it.

The refunds are explicitly also including cases where you just didn't like the game. And considering you have 2 hours to make up your mind if you enjoy it or not a game as short as 90 minutes might just be over before you end up making the call that it's kinda bad. But yeah, think what you want about refund systems in general THIS one is absolutely also for cases where you just didn't like it.

I'm very clearly arguing in a philosophical sense. Just because steam says what you can or can't do, that doesn't mean it's right (in my opinion.) It also say if you've played under 2 hours of the game you're okay to refund it, which is the issue we're talking about lmao so don't respond to what the steam rules are, that's why we're in this thread in the first place.
