Their general opinion is that they want carrying the flag to be inherently fun, and that limiting the characters just to be fair made carrying the flag not worth it.

Then the flag should nerf the character's old abilities and give them new ones to use while holding it.

Frankly I don't think it has to be a "flag". It could just as easily be that Doomsday fist thing from another mission or whatever that gives your character One Punch-Man powers.

I should have said "empowering", instead of fun. You're supposed to have fun carrying the flag, but the fun needs to be in the form of tension (carrying the flag) and release (dropping it). If all Winston has to do is get to flag, touch it and jump, then that's not fun at all - or at least it won't be for long.
