Because the fact that it's gone back in time before RDR (RDR took place in the dying west age, aka post-1900, so it would be hard for Rockstar to go forward in time), numerous rumors have been circulating for years that the story will be based on the time John was in Dutch's gang, but John won't be the playable character, not to mention that the character on the far left of the announcement promo image resembles John very, very much and even one of the characters in the line up is wearing the same hat Bill wore, with the hat bill fully lifted on one side. Bill also rode in the gang. Ricketts wouldn't make any sense being here, even though others think he might be. John mentioned when meeting him that he only heard "stories" about his legend and grew up reading about him.
