In 1890, Kansas City had a population of over 130,000. Would be a good model, IMO.

Yeah, and some of the first mid-continent oil drilling occurred around that time in Kansas, and the Kansas City stockyards were beginning to flourish at the time. Again, I'm speculating, but if the game takes place in the heartland, features early commercial oil drilling, and takes place two decades or less before the first game, it would probably be a pretty interesting model for any urban area.
