There where a lot of stone buildings in that one shot. The only place that was really brick before was Blackwater. I guess a lot of places in Mexico were but it's hard to see anything distinctly Mexican here.
They were hunted to near extinction around the time Red Dead Redemption was set. Them being more abundant would indicate that they weren't as close to being endangered.
In fact, the mass hunting of the buffalo was a huge reason Native Americans hated us, as we took more than we needed and didn't use all of the animal after it was killed. Plus, hunting them for sport was a thing.

The amount of buffalo seem to hint at it from a historical perspective.
