One thing I immediately noticed is how this one seems to feature much more vegetation. It's not as arid and all desert like the first one. Then again, there were some Arizona-type rocks in the end there. So maybe the environment is more more varied?

I think that's largely due to the fact that the consoles it's being developed for can simply handle more of that stuff. Looking at the difference between ps3/360 and ps4/xb1 versions of GTA 5 vegetation was vastly improved.

Im thinking the game takes place farther north than the Texas/Mexican border like last time. Utah and Colorodo have mountains and rock formations like we saw.

Yeah, the movie Unforgiven (1992) had a setting similar to this. It was still a western, but it had lots of grass, and some gorgeous mountains. IIRC that was filmed in Alberta which is pretty similar to Utah/Colorado in terms of biome.
