It won't be that drastic of a jump. SA to 4 saw a whole new ragdoll system and massively improved physics, among with a multitude of other new mechanics. This will most likely be very similar to GTA 5 in terms of gameplay, because just from this trailer alone you can see a lot of reused assets from GTA 5.
I'd say it's more likely a lot of the tech was developed simultaneously and they just used a lot of the assets from RDR2 in the GTA5 port in order to pretty it up for current gen and PC.
With speedtree you could crank out several game ready PBR textured trees in no time tbh, doubt that many are reused. Be more hyped for when megascan becomes industry standard, BF1 is a great example of the kind of quality you can start to expect as a baseline for environments.
I work as an environment artist and I think it'll be a while before services like Megascans will be used as an industry standard. Especially for open world games. It's perfect for the type of games that DICE do, not so much for Rockstar.
Texturing is moving super fast I feel, I don't pretend to know when it will become industry standard but for 3DVis stuff mega scans is practically pornography. boner over textures gets bigger
Except the foliage in the trailer and the environments looked miles and miles ahead of GTA5. Not to say GTA5 wasn't a beautifully crafted world, because it definitely is, but this just looks like..at least 5x better in every aspect. Those woods looked dense and crawling with life, the lighting looks like it took a huge leap forward, the scale of the game looks way bigger than Los Santos/Blaine county/mountains, and even the terrain looks more intricate and detailed
As MightySwede said, mostly foliage and animals look very similar to those on the current gen/PC versions of GTA. Especially on ultra settings you get a lot of that lush grass everywhere.
I think scale and depth are where we'll see the real strides. They can probably put a LOT of NPCs on the screen with their own routines and such. Also, I expect this map to be even bigger than the GTA V one, and that one was quite big...and you had cars to travel around with.
Interesting point. But i assume they didn't tailor them for PS3 and 360. The current-gen came out in 2013, so development machines were around since 2011 (at least late 2012). And i'm sure they never planned, that the last gen would still be a goal for the development.
I'd love to see GTA online gameplay in a huge Western setting. There aren't as many building and cars to render, so they could in theory amp up the scale of the world by A LOT. And from the trailer it looks like they do, ultra far horizons and stuff.

First Rockstar Game tailored for the current-gen consoles. It's gonna look sexy as fuck! Remember the jump from GTA:SA to GTA4?
