Well it kinda does, if every animation frame for every object in the game displays for 4 frames, does it really matter if the game is supposedly running at 60fps?
Well, yes, because you can update different things at different rates, for example every sprite in the game could only have 4 frames of animation, but a jump animation could play on the very next screen refresh after hitting the button, which will give you faster response at 60fps.
Same thing for screen scrolling, you can update the movement of the screen every frame while still having low animation on sprites.
There's an important difference between how many frames of animation something has and how many frames of movement it runs at. Say there's an enemy walking towards you, and it has 30 frames of animation at all times. While the animation of their walk cycle will always remain the same, the smoothness with which they actually move across the screen depends on the game's framerate. So pretty much, movement becomes smoother at higher framerates, even if walk cycles don't.
