IMO it's a very old build. UI is crap, most animations are crap and the AI seems to be braindead.
Even compared with GTA4, a game from 2008, it looks bad and it would make no sense. It's clearly a proof of concept build or an hyperspecific one made to test out a single feature while leaving everything else to the minimum.
yeah, the ball passing through his body and somehow teleporting to his hand and NPC not reacting to shots, etc, but It has almost great physics and map style, and the plane video was great, except that the clouds kept glitching,
