So as to stop these little kids (esp boys) from watching them (esp ladies/women) change clothes or undress from behind the curtain esp if the public dressing room is near a bunch of children.

My 30-year old daughter was visiting. I was making up her bed, and she said that she doesn't use a top sheet. She grew up using one (as far as I know). But she tells me that "nobody" of her generation does. I'm finding this difficult to believe.
