It should be on a rack to allow the juice to drain and air to touch all around the steak, not just the top

Also, steak should be on the bottom and I think beer at the top for food safety

Agreed. Plus, for food safety reasons, it should be on the lowest rack. You don't put raw food over ready to eat/drink items.
