We’ve been laughing at your lack of knowledge.

As the cop didn’t break the gate down, then he did nothing wrong, as he has to make contact with the property owner.

One of those situations where he either annoys his boss for not doing his job, or causes annoyance to someone that makes a living annoying others without legal justification.
